Where is the Arab world when their Brothers and Sisters in Libya Needs them?

The people in Libya who have suffered great deal under a mad dictator and were daily looking at sky and praying for their Arab brothers and sisters to come and help them. 
they were losing the battle. Col. Moammar Gadhafi’s army and the hundreds of mercenaries sent by Bouteflika did have logistical capability which was supplied by Algeria, they are disciplined Arab killers who have access to fuel and ammunition east along the coast road to attack Benghazi, Libya’s second city. 
We all know that Gadhafi is all mouth, his army is not well trained, but he has survived and managed to cause heavy causalities amongst the the Libyan freedom fighters and the civilian population thanks to Bouteflika's well trained mercenaries who were flown by score of Algerian military and civilian planes from the Military camp of Tindouff. 
The lightly armed Libyan freedom fighters couldn't hold out long against the fire power of Algeria's mercenaries who were using tanks, artillery and air strikes. While the Arab cowardly watch by the slaughters of their brothers and sisters in Libya, Gadhafi’s forces attacked Misrata and went in door door to seek, kill, and rape anyone suspected of being a pro-democratic supporter in Libya’s third city and the last opposition stronghold in the western half of the country.

David Cameron and Nickolas Sarkozy couldn't stand by without a military intervention. They witnessed days of bitter fighting, and were worried about the faith of the people in Zawiya when it would eventually fall. Zawiya’s brave and stubborn resistance led to very large casualties, including many non-combatants, in Gadhafi’s aggression.
While the West were alarmed and worried about the faith of the brave Libyan freedom fighters and their families if their resistance was crushed, the shameful Arab world hid their heads in the sand. When political prisoners in Abu Salim prison staged a protest at jail conditions in 1996, Gadhafi had 1,200 of them massacred. If the West didn't intervened All the brave Libyan people now fighting him, or helping the Libyan National Council that organises resistance in the east, or just demonstrating against him, would have been tracked down by his secret police. They and their families were doomed
The West must not let of the democratic revolution in Libya collapse or it will gravely damage the prospects of the “Arab spring” elsewhere. Arab dictators like in Algeria who it's army is made up of largely foreign mercenaries and killers (Bahrain and several other Gulf states, the other examples), will conclude that they can safely kill enough of their own protesters to “restore order.”
How can this disaster be prevented? Condemnation from abroad, including from the backward Arab League, will not stop Gadhafi. An arms embargo is too slow-acting, just remember in the case of Iran and Iraq, it simply didn't work, as are economic boycotts, and freezing Libyan government assets overseas. Gadhafi is fighting for his life, probably literally, and he know that if he wins, the embargoes, boycotts and asset freezes will eventually be lifted. Libya has oil, after all. 
Funny how history is repeating it'self....Remember 1948 when the Arabs used and abused the Palestinians by forcing them against their will to flee their lands, homes and businesses with the Promise that Israel will be destroyed within a week then they were neglected forgotten about and were made to scatter around the Arab countries as refugees without dignity, respect and hope.
